Should checking of it be disabled in case the config provides a URL from the user?

what is wrong with --disable-wispr configure switch? After that everything goes via the
agent.
I have --disable-wispr defined. That only disables tools/wispr.c. The src/wispr.c is
always compiled and it always makes the HTTP GET call to the hard-coded URL to transition
any service to Online state.
