Sounds really like a driver problem. The simplest idea obviously is to
let ConnMan print the debug outputs via '-d'. With this we can at least
see what ConnMan thinks is happening. Next step is looking what
wpa_supplicant is doing by enabling the debug output.
And if you a brave you could also give iwd a try and see if that one is
getting the wifi working :)
