This looks fine.
even with this config file I cannot start the iwd-1.13, I have removed
it first. I have a read-only file system.

Can you tell us what hardware / driver is being used for the AP
side? I assume
the same hardware works fine in station mode?
I am using a custome hardware with Cortex-A7 and Linux kernel 4.4.245.
I am using also a combo WiFi/BT module with SDIO interface (
https://www.qualcomm.com/products/qca9377) with the LEA 2.0 driver from
Qualcomm.
You are right the station mode with iwd is working fine. Also the AP
with hostapd is working fine, but not with iwd-ap.

This is rather strange. Looks like CMD_FRAME is failing.
How I can check this?
Can you send us logs
(iwmon and iwd with '-d') of both sides of the connection? Make sure
iwmon is
started prior to iwd so we get a trace of the full initialization
procedure.
I can provide you with the iwmon and iwd logs from the device side, at
the other side I am using my mobile phone or Laptop with different
wireless networkmanager.
I have done the following
sh-5.0# iwmon &
sh-5.0# /usr/libexec/iwd -d &
then started iwctl
sh-5.0# iwctl
[iwd]# device wlan0 set-property Mode ap
[iwd]# ap wlan0 start myssid password
