There can be two different zones, which can have two different trip temperature to take action using the same cooling device. When one of the zone activated the cooling device because the temperature > trip temperature, this condition may not be true for the other zone as its trip temperature may be much higher. In this case the other zone will request to deactivate the same cooling device. But we don't as this is required by one zone here.
