Have you uninstalled the other libnl libraries and development headers?
$ dpkg -l libnl\* | awk '/^ii/{print $2}'
libnl-3-200
libnl-3-dev
libnl-genl-3-200
libnl-genl-3-dev
libnl-route-3-200
I have no issues with building powertop from the 2.0 tarball / git on Kubuntu
12.04 64-bit.
