It shows that the server encapsulates the VCARD inside a VCALENDAR, just like
it did in its internal storage. That's incorrect and cannot be parsed by
SyncEvolution: --export just dumps the data, but syncing needs to parse it and
thus fails.

I've no idea why Radicale does this - please bring it up there and report back
here.
