I'm fairly sure that it should be supported.
We have a test case for it, which passes in combination with ScheduleWorld.
You've mentioned using the Funambol server. I'm not 100% sure (didn't set up
these tests myself and it is not mentioned in our README.funambol), but it
seems that our tests with Funambol avoid relative time.

Indeed, the Funambol server replaces a relative alarm time with a fixed time.
This is definitely a limitation of the server, in our logs before sending I
always find the relative time. Unless you convince me otherwise, I assume that
your statement about "this entry is created by syncevolution" is about
something that came from the server.
We had an issue open regarding this for items coming from the web portal (bug
#7806), I didn't know that items sent to the server were also affected. I have
updated out README.
Regarding loosing the timezone: are you sure that you force the client to use
iCalendar 2.0?
From the README.funambol, also reflected in the template for Funambol:
Make sure your calendar type is 'calendar:text/calendar!'
and task type is 'tasks:text/calendar!' to force to use ical20
