currently known failed cases are skipped in the skip list directly.
We could do that, but it prevents certain things:
* no up-to-date logs if anyone wants to investigate the issue
* we won't notice when it starts working again
Admittedly the second point would be better served if the test was flagged as
"did not fail as expected" result when it is in CLIENT_TEST_FAILURES and
succeeds. Care to add that?
