Thanks for assisting, but this is something that I prefer to do myself
(therefore the issue was assigned to me). I've revised the NEWS entry.
When your wrote "mobical always initiates a slow sync no matter what sync mode
is requested by client", did you mean the "slow sync if no data on the
server"?
The Mobical server does support all of the sync modes, doesn't it?
The NEWS now contains:

Mobical is now officially supported. Mobical uses vCard 2.1
and vCalendar 1.0 as data formats, with the result that many
properties used in Evolution are not supported by the server.
In particular calendar support is very limited (known issues
when events are in time zones different from the one selected
locally and on the server, no support for meetings). For details
see README.mobical.
Mobical always initiates a slow sync when it has no data left on the
server. This avoids surprises when the user has wiped out all data on
the server in order to reset it, because during a slow sync the items
on the client are preserved. But this also means that it is not
possible to remove all items on a device unless they are manually
removed on the device.
