[SyncEvolution] revised configuration layout: multiple peers per config (MB #7710)

Hello! I have pushed something that might be ready for merging into the "server-config" branch. Yongsheng, this touches many areas that you are familiar with. Can you review it? While implementing and testing this I ran into a conceptual problem with the definition of our SetConfig(update=false) semantic and how it is used to remove configs (MB #8059). Jussi, your comment as a user of the new D-Bus API would be useful.
