[SyncEvolution] moving developer content to syncevolution.org

Hello! I have started the process of relocating content from moblin.org/projects/syncevolution to syncevolution.org. There is now a new top-level link "Development" for development-oriented content. The main page has information that hopefully is useful for prospective contributors. I intend to create sub-pages with other technical material, starting with the two articles which are currently still on moblin.org. All SyncEvolution developers should be able to create content there. However, at the moment the registration feature on the site is disabled (there are some issues with the password recovery feature), so I have to create accounts manually. Congwu's article about Bluetooth test setup is another candidate for that category.
