Not necessarily, although in this case it is. The tag is only stable
once we have built the final packages and announce them.
If so is it planned to cut proper tar files for it?
Packages and announcement are ready to go. I'm currently trying to get a
1.0 beta released together with 0.9.2. I hope to send the announcement
out tomorrow.
