Nothing wrong with that. "local:/system" is the format used by Evolution
= 2.32.

It doesn't have to look like this. The "file://" format was used by
older Evolution releases.

You don't have to. It already picks the personal address book.
According to the output there your configuration doesn't have any active
sources. How did you create it?
Assuming that your config for "addressbook" is correct (right URI for
your phone), then you can do
syncevolution --configure --source-property sync=two-way blubber addressbook
syncevolution blubber
to enable address book syncing.
