HOW ?
By editing ~/.config/syncevolution/horde/sources/addressbook/config.ini
and setting the "sync" property to "two-way". Just open the file, the
comments explain what you have to edit.

Wrong file.

Did you see the config.ini I joined upper ?
This looks like ~/.config/syncevolution/horde/config.ini. Please pay
close attention to what I write, it is relevant - okay, at least
sometimes.
