You need to configure a second "todo" datastore.

Thunderbird/Lightning and my Android tablet are able to view and edit
the ToDo entries.
Do you know the collection URL that they are using for ToDo entries?
That's the one that SyncEvolution's "todo" "database" property
must be
set to.
You should be able to find it with "--print-databases backend=CalDAVTodo
syncURL=<root URL of OwnCloud server> username=... password=...", too.
