[edk2] [PATCH] MdePkg/Arm/ProcessorBind.h: fix copy/paste error

Instead of #defining MAX_ALLOC_ADDRESS to MAX_ADDRESS as intended,
it is #defined to itself, causing all ARM builds to break.
